County of Phelps
On the 29th day of April A. D. 1871, personally appeared before me, E. M. Clark, clerk of the Circuit Court, in and for the county and state aforesaid, V.G. Latham, a resident of Rolla, Phelps County Missouri, whom I certify to be respectable and entitled to credit. Who after being duly sworn according to law on his oath states that he was formerly Captain of Company "K" 9th, Regiment Provisional, Militia Missouri State Militia, and that while he was in command of said company, Daniel B. Briggs was a member of the same. And that on or about the 6th day of November A. D. 1863, said Daniel B. Briggs was detailed with Sergeant Parker and two other privates to arrest some bushwhackers, and while out on that duty they met three men who were dressed in Federal Uniform which dress entirely threw them off their guard and after talking awhile, they walked back to the Sergeant's house, where these men made an attack on them and disarmed them; after they had disarmed the Sergeant and the other men they then shot the said Daniel B. Briggs and after shooting Briggs they turned the Sergeant and the other two men loose.
Affiant further states that after the Sergeant and the other two men were turned loose, they at once returned to camp near the Gasconade River in Maries County, Missouri, and reported that the said Daniel B. Briggs had been shot and that steps was at once taken to find the said Briggs and he was buried with military honor on or about the 7th day of November A. D. 1863.
Affiant further states that the said Daniel B. Briggs was a good soldier and was killed by bushwhackers while in the service of the United States and in the line of duty.
Affiant further states that he is not interested in the prosecution of this claim, either direct or indirect, present or prospective.
V. G. Latham
Sworn to and subscribed before me this 29th day of April A. D. 1871 and I hereby certify that the statement was and explained to witness before signing and I further certify that I am not interested either direct or indirect in the prosecution of this claim.
In witness whereof I have hereunto set my hand and affixed my official seal of said court at office in Rolla Mo. on the day and date above written.
E. M. Clark, Clerk.2

Effie died on November 12, 1925 at St. Mary's Health Center in Jefferson City, Cole County, Missouri, at age 23.1,2 Her obituary was published in an unknown newspaper in November, 1925.2 Her obituary stated:
In Memory of Miss Elfia Parker
Miss Elfia Parker, daughter of John and Margaret Parker, was born March 28th. At the age of 5 years she, with her parents left their home in Maries County, Mo., and moved to New Mexico where she sent seven years of her life.
She then returned to their Missouri home. The change of climate affected her health which resulted in a spinal trouble. This proved a great hindrance to her. Despite this affliction she was ever energetic and determined in her undertakings, especially in school work. She was graduated from the Taff Grade School and after a course in Teachers Training at St. James she began teaching at the Burns School where she had the love of respect of pupils and patrons. She was graduated from St. James High School in 1924. Her school life was one of great success due to her ambition and determination.
While teaching at the Bend School, east of the Gasconade River, she was stricken with an abscess in the head. She was forced to cease teaching Oct. 26; the local doctors did everything in their power but failed to give relief. She was then removed from her boarding place at Mr. Hy
Gillispie's to St. Mary's Hospital, in Jefferson City, Mo. where she had the very best of treatment and care. She departed this life Thursday, Nov. 12th, 1925. Her aged mother, sisters and brothers were with her at the time of death.
A local undertaker prepared the body for burial and brought it to the home of the deceased where numerous relatives and friends came to extend heartfelt sympathy and to pay their respects to their departed loved one. The floral offerings presented by friends were very beautiful.
Funeral services were conducted by Rev. McNatt, of Iberia, and after a short discourse and prayer in the home the remains were laid to rest in the Rowden Cemetery. The funeral was attended by a very large crowd of sorrowing relatives and friends.
Elfia was a noble young Christian woman. To know her was to admire and love her. She was loving and cheerful and always had a smile for everyone. She lead a beautiful life and during her three weeks illness, at moments when conscious, her lips continually moved in prayer.
Deceased leaves to mourn her death a mother, three sisters; Mrs. Judson Ellis, Mrs. Alber Roberds, Mrs. Emma Curtman, and four brothers; Alfred, Levi, Henry and Dorsey, and a large number of other relatives and friends
2
and she was buried in November, 1925 in Rowden (Red) Cemetery in Maries County, Missouri.1
